Which armored vehicle is the best?

Which armored is completely bullet proof?

If someone steals it with insurance can they claim it?

50cal goes through almost everything so no vehicle is completely bulletrpoof

So if someone claims it, I dont get it back even if there was full coverage?

Yes, they only reason you would get it back is if the vehicle blows up. (you lose it completely if it gets seized/claimed)
