I'm gonna be real with you, the reason you get these bullshit reasons is because the APD rules prevent us from role playing.
We cannot stop players without articulable probable cause, this is why they'll give you the runaround of checking your tags, off-roading, etc even if on a more hardcore server there would be reasonable suspicion for a stop.
On the level of processing, I think it's a two way street ; if you start screaming about RP, rules and being toxic the moment you get cuffed, you will receive a full ticket and be processed as fast as possible, if you try to be respectful and give justifications you will walk away with your gear and a reduction 70% of the time.
If you "break the barrier" by invoking RP and server rules why should the APD not be able to meet you down at your level?
As for the cop saying this isn't an RP server, I think I may have been there or maybe it was a similar situation ; he said "this isn't a hard RP server" exactly because the guy was freaking the fuck out about being arrested and throwing a tantrum saying the APD were breaking NLR.
No-shit you're going to get robocopped if you're toxic, the APD only have an obligation to tell you what is happening and give you two tickets, not be your punching bags or give you a chance to negotiate your bounty when you're being openly hostile.
