Sometimes just beating a gang isn't enough.  Sometimes you need to utterly destroy them economically and cripple their ability to wage war.  

This strat was one from the CTF playbook that resulted in much loss of enemy morale.  More than killing ever could.  It's simplicity is understated, yet the results are devastating.

When you restrain your enemies... ONLY EVER UNRESTRAIN THEM AT THE CASINO.
