Survival Kits

I know when you're gang has the proper tier you can have survival kits in any vehicle you spawn in.

 

My thought is since it's a survival kit there should also be 1 full gas can spawn along with the backpack and repair kit. 

 

What are everyone's thoughts on this?

I think vehicles should spawn with just enough gas to make it to the closest gas station
