People were misinformed. It's a stupid outdated rule from when dozens of gangs were pushing for a spot.

    The thing is this is an event that didn't seem important at the time. It only comes once a year, so they thought fuck it .. let millennium handle that one thing. It's pretty impossible to fuck it up. Then the time came around and he fucked it up, because he is millennium. Now we're here.
