Locked Minor rule update 7/7/2017

I updated Chapter 9 Vigilante:

 

All I did was update the line that says don't send people to jail if they have less than a 40k bounty. It now says 75k to be consistent with the development update.

 

It won't actually let you arrest for less anyhow.
