Oil and frog cartels

Oil is a legal run and not having gang tax makes frogs a good way for newer players to do more profitable illegal runs with a higher reward. -1

I think the way it is now is fine oil is "hard" enough I guess you could say  and frog hasn't had a cartel in a long time and I think that it doesn't need to be added because I think that needs to be at least one illegal run that is not taxed.
