More of a local force, and the seniors (who traditionally wore American flags on the uniforms) are more of the national guard

According to the A3 lore,

Altis is an independent republic and former British colony run by a dictator through the military, this causes them to have a civil war with the AAF fighting the FIA. 

 

Altis is chilly with NATO and restricted their presence to Stratis wich is the country's de-militarized zone. CSAT on stratis use the tempest device to generate earthquakes forcing NATO to invade Altis. It is still and independent nation with a proper government.
