Individual Officer Redeployment

1. APD members may respawn to any HQ if there are (5) five or less officers on the server

         1. EXCEPTION: If you die at or around an active Federal Event and you accidentally re-spawn at the wrong HQ, you may re-spawn back to the HQ nearest the active Federal Event. 


Very simple change here. For a long time there have been different stories about when you were allowed to tactically re-spawn that were never written down. As of now, this individual exception should be the only time you Tac Re-spawn outside of the normal guideline unless an active sAPD member in game directs you other wise (not including Any Means Necessary situations).
