Do note that this does not fundamentally change any rules or how staff sees any of the rules, but, this rule update it only meant to clarify so that players are on par with how staff will enforce the rules. I've removed some things in Chapter 18 for cleanup purposes, but they still do apply. For example, I removed "NLR rules apply to the jail zone.", however, of course NLR still applies in the jail zone.
