sometimes when i hop on the server i literally just click the respawn button, request medic, then take them hostage.

if there aren't incentives for harder revives to the point where you have to disable features for medics, then maybe you need incentives for harder revives?

give civs sam turrets

give civs wire guided missiles

start breaking cop hqs again so they need to take civs to jail to arrest them

snr apd should have a chance to loot pinata and drop triple the amount of tasers

remove insurance for cops besised hatchbacks

allow civs to vdm all apd aircraft

change the medic faction to a faction dedicated to titaning the apd (they wont lose their titans on death becuase that would just be crazy if they did)

* rent a ghosthawk at rebel for 1-5m 

* 50% reduction on rebel kits

* no rdm rules on medics

* federal events spawn 30% more loot/money

* remove 3 to 1 requirements

* rebel outpost in every spawn city

* add a space bar thing in restraints for a chance to break out of them

* let cops get bountys and vigis can arrest cops

as @ silton  said the civs are the majority of the playerbase and the backbone of this community
