casino is intended to be a money sink in order to force players to do more runs, that is how it works on any video game with a casino. With the clear house edge in mind however I feel that it would be cool to implement a casino heist federal event in which civs could attempt to rob the casinos safe and get away with a percentage of the money lost in the casino that day. Not only would this allow players to recover some of their hard earned cash that was lost in the casino but also would create a unique new event that players would be likely to participate in driving up server pop. open to questions comments and concerns
