5 cops must be on and u need a bolt cutter for the doors to get to the vault which u place the bomb on, hacking terminal if u want the anti air to go offline

also 7 cops for a blackwater robbery

You are able to bolt cut the entrance to the dome regardless of # of cops but you need at least 5 cops online to plant the bomb and get gold.

There has to be 5 or more cops online get gold from the fed vault, the gold only spawns if there is 5 or more cops online.
