Locked Warzone Raiding

Until the warzone payout bug is fixed, the sAPD will no longer be allowed to raid warzone. This isn’t permanent, but is a temporary solution to the problems civs have been facing. 
 

Exception:

- If pursuing someone into warzone they can follow, but can’t return for more waves
