I'm pretty sure default Arma3 doesn't come with Spindle Valves, Operating Rods, Receivers, or Buttstocks in order to build an MK18.

I don't think it requires a mod. Vanilla servers can implement this.  I can confirm that this had a negative impact on another community. I am NOT for it.

Brought this up with the staff a long while back, was an instant and resounding NO.

Completely possible though, virtual items that can be used to create a physical item be it weapons, clothing, cars, helis.

Complexity for its own sake is pretty bad in game design.  I think when proposing new things it's best to have a distinct purpose in mind -- what problem is this new thing solving?
