The ice cream truck is available to staff members only.  It would be great to let anyone use it.  Unfortunately, there are many, many, people (you know who you are) that wouldn't use it in a manner it is intended.  Rather, they would simply use it for trolling and annoying other players.  I have no control over this, but I dont see it being released to the general public anytime soon.

seriously though, people are worried about trolling? That's what makes it fun. Breaks the monotony of the server.
