That looks like way too much of a difference for it to be a cap by your ISP.  I would check your router out and make sure it has not shit itself.  Maybe your Ethernet cord got cut up somewhere or your wireless card's antenna is broken.

That has to be your router and/or Ethernet cable possibly being cut or out of whack. ISP wont drop you that much
