Unfortunately this happens. Personally, whenever I enter a rebel outpost, I clear the whole area before buying anything. This would be a good thing to start doing... But, if you want to experience true pain, go to kavala with a HUMAN SOUL and people will fucking try to take that from you. They will take anything.
