I would say any discussion of a subject that your character would not or should not be aware of is meta-gaming. Even if you don't give a location.
The overall reasoning on why this is done is to give other players a chance to stay away from that area if they don't want to get involved. It also helps give the cops a chance at responding. As for why cops should see it:
Gas Station - clerk trips alarm, monitoring company calls cops.
Gang Hideout - Police intelligence gathering methods (though not sure why Civ's need this)
Robbing a player - NPC witness reporting incident
Kidney theft - you got me on this one...
I'm not sure why Civ's should be able to see the messages too, but it most likely has something to do with coding... not sure.

Prisons are designed to keep people in. If you are going to break in to get someone out you should expect to have a hard time getting back out again.
Again its all about tactics.... anyone think that maybe they should toss some smoke grenades out to provide cover until they could get to the towers? Sounds more like the jail break wasn't thought out then a poor prison design.
This is against server rules. Its called Meta-gaming. Anything that your character wouldn't have knowledge of is meta-gaming. The unfortunate side of this is that staff would require video evidence because 9 times out of 10 we're not going to be standing right there.
I'm not sure that after 4 or 5 days it can be determined to be one sided. I'd give it a couple of weeks, trying different tactics before that decision is made.
apparently it is difficult otherwise we wouldn't recieve a tone of complaints on cadets and constables for that matter. Because people don't have to follow the rules set they tend to play cop until they get constable and then spend the majority of their time playing civ. Its not everyone, but there are a lot of people who do that.
Again, specifically for check points there are rules APD members must follow. You need at least 3 cops and one of them needs to be a constable or higher. You need two vehicles (or 3 in at the Pyrgos) at each entrance and a pursuit vehicle standing by. They can be done, and easily done, but you need the cops on the server to do it.
Again... no one is saying that cadets must be in Kavala. Constables don't have to stack up in Kavala. If they feel like being there then fine. Unless a constable orders you to Kavala then I'm not sure why you feel the need to be there... unless no one is there.
As I mentioned earlier the more players that are located there the larger the police presence. Just like in the real world where the larger population is you have a larger police presence.
The check points have requirements before they can be manned. You need 2 vehicles with roof lights on at either entrance (or 3 in the case of Pyrgos check point), 3 officers and a pursuit vehicle.
Cadets can not man a check point by themselves because they are out side of city limits. You need at least 1 constable or higher on the server to man a check point.
Just to clarify... Cadets are told they are not allowed to leave city limits. While Kavala has to be manned first, that doesn't mean that cadets are not allowed to man posts in Pyrgos, Athira or Sofia providing there is a 2 or 3 cadet presence in Kavala because that is a central hub on the server of where the civies play, more people = larger police presence.
Its very simple. When you have restrained someone you have 10 minutes to process them. If they request a senior APD officer the timer resets to 10 minutes and doesn't start until the senior APD member has arrived. If someone starts shooting the time stops. Timer resets to 10 minutes and does not start until the officer feels its safe or the situation has been neutralized (generally 1-5 minutes after the shot was fired).
This is inaccurate. Creating stories of people getting promoted because they're "friends" of APD senior officers is most likely not the best route to take to promotion either. Senior APD barely has time to be friends with each other let alone be friends with others on the server.
When I do ride-along they are not simple affairs. They generally take anywhere from 1 hour to 4 hours... one was 8 hours over two days. There are questions asked, more likely scenario based rather then things directly seen in the Handbook but its all how situations should be handled which falls back on the handbook. We also watch for the practical side of things. We see how you run someone through the process, how you go into a Drug Dealers house, how you deal with civilians and are you actually enforcing the Laws of Altis. These tests are not easy and even if you get a single easy item wrong or done improperly you have the potential to fail the entire test.
Some people are cadets for 3 days, some people are cadets for 6 weeks (sometimes even more). People are promoted when they are seen to show a level of competence and maturity that the community is demanding in the APD. We do the best that we can... and people still slip through that don't live up to the standards of what we are looking for. I've noticed that it tends to be the people who while are excited to get promoted, dive into the role of cadet, they actually start to enjoy it. The figure out the nuances of the PO7 and the offroad. The figure out what they are capable of and begin to use it to their advantage.

How do you figure there's a "shortage"? The shortage isn't in cadets, we're swimming in them. We need people to stand out, play with in the rules and RP their face off so we can promote to constable and corporal.

I think that was pretty obvious to those who know who you were talking about... but we've seen a dramatic increase in the number of new people playing on the server and some may have no idea. Just posted for them.
Its unfortunate that you guys have missed when the interviews are done, and I assure you that they are being done. We generally receive anywhere from 30-40 applications per day for APD so you can imagine how busy we can be. On top of all that the majority of the week the entire staff has been dealing with a major exploit/duping issue and banned over 120 people in the last 7 days.
Since the 7th of October we've had 20'some new cadets pass the test and be added to the roster and failed another 30+. Generally for time management reasons we will not do interviews with less then 5 cadets. Once the interviews are over we then put them through the basic training. If there isn't enough to make that worth while there isn't any point in doing the interview.
If you really want to be a cop, then have patience. We're not miracle workers and we are doing the best we can.
LOL No if a vehicle is seized it should not be recoverable with insurance. If its seized then its at the owners fault and they should forfeit the vehicle and its contents.
Honestly its a form of meta-gaming. It is against the rules to break RP in this way. Your in-game character would have no idea about that stuff so it shouldn't be discussed.
If you are recording great, if you see something happen that shouldn't, great. Submit a player ticket so it can be dealt with. Otherwise no one cares if your recording or not.
I've started telling Cadets and Constables that I interact with to RP it out when people say that: "Oh you have your dash cam running, we'll I'll just go turn that off" or "Oh your dash cam is running, we'll we'll just move you over here out of its view" or "Ohh sir your wearing a personal cam... well let me just confiscate that for evidence of your actions tonight." Keep it in RP if someone breaks RP like that and it may just turn the experience around.
After a bout with TCA Alex I went over all that with him because a number of TCA guys had just done similar things and he seemed extremely receptive to that kind of RP and he was even able to get himself back into RP because of how I dealt with him. Its unfortunate that the next day most of them were banned but thats life I guess. If we can get everyone doing this then I think it might change how people interact on the server.
