alright now you got the contraband kit outside of redzones please dont skull fuck civ, however optional: if APD warrants are buffed add a civ version of an "apd transponder" which shows a 3km radius of a random APD member until they get a signal jammer from an APD hq (cannot carry on them 24/7, does not save with Y upon death), costs 100k and requires advanced rebel
