Never mind on helping me build a desktop. I'm going to get rid of my Nvidia 560 and buy a Nvidia 970. Everything else runs fine so that should fix my FPS issues. Then I can finally not have 20-30 fps. Do you think that massive jump in regards to the graphics card will fix my fps issues so I can run on ultra graphics?

what @Maddog said.
Arma isn't necessarily going to put a huge load on your graphics card. While having a good one helps, it really only gets pushed to the limit when the graphical textures are heavy. Arma is a simple game, but it's huge. You need to be able to process the sheer amount of environment, which comes down to RAM and CPU. The CPU is very difficult to just upgrade, but RAM is simple. Just buy a few extra sticks and throw it in the appropriate spots on the motherboard. Definitely check out your motherboard's manual if you still have it.

Don't listen to people's FPS, like it always depends on the state the server is in. If you have a decent CPU (Intel i5/i7) paired with a 970, you can tweak your settings to get good enough frames to play.
