Cops allowed to break NLR

So, in this game cops are allowed to break NLR and come back repetitively to kill/restrain someone. Many people such as I think that is extremely overpowered. I only think major break-ins such as federal reserve raiding and jail-breaks should allow cops to break NLR. I think if someone dies they shouldn't know where they died or who killed them in their last lifetime. Who else agrees with me?

Cops can die so easily, considering they get horrible armor + guns unless they are Senior APD, so if they had NLR, it would be extremely unfair

The reason they don't have to follow NLR is because they are supposed to simulate an entire police force. So if only 3 cops are online, it only makes sense that they repeatedly respond to the fights and calls.

Also to simulate back up. They would still need to re-engage after each wave unless it is a jail or fed.

It's to simulate a Police Force. Plus, if two officers were to find a group of rebels and get killed, then what kind of Police Force would that be?
