Locked APD engagement

So today, I was playing on civ doing a mushroom run and APD Marcus gave me two accounts of miss use of emergency services so that he had a reason to arrest me. So when I was at cow manure he saw me on foot next to my tempest device and instead of engaging with his voice he sent a message saying "APD hands up or be tased.you have a bounty". So I was wondering if this was allowed

For future reference if you are looking to report someone submit a ticket here. If you are ever looking to get clarification about this kind of stuff the support team channel in the TS is a great resource. 

Not sure what you are asking if he can do or not so ill address both concerns mentioned.

• If someone has the Emergency system misuse charge you are not supposed to add it a second time. If you notice this you should contact APD right away to sort it out.
• For the second part, he is allowed to arrest you just because you are wanted even if you are not actively doing anything wrong. Whether added twice or not, you still would have been wanted. He is also allowed to text to engage you as well.

Tomorrow can I speak to a admin or someone about why I was given two charges of miss use of emergency services please?

If you have an issue just submit a player report. Assuming you have sufficient evidence, Sr. APD will deal with the report in the manner that they choose. Like mentioned earlier, you can only add the charge once. So, unless i missed something, the charge should only have been added once.

The following is regarding the charge:

• Misuse of Emergency System: This is for people who send 911 that don't actually pertain to any emergency. (ONLY ADD THIS TO SOMEONE ONCE, IF THEY ALREADY HAVE IT, DO NOT ADD AGAIN). This may change in the near future.
• Someone using 911 to engage APD "Hands up or die" does not constitute adding this charge.
  • This does NOT give you probable cause to search.

The only time apd are NOT allowed to engage via text is in redzones
