Why don't people that get permed for duping get like a 2 week and get wiped for everything including license hours and all

Actually this is exactly what happens to your common run of the mill duper.

 

The recent banwave we did where we issued perms affected folks who duped/exploited for quite some time and a shitload.

 

Hell, the last person I banned only duped one time. He got off light with only a 7day and his houses wiped since it was minor.
