How do you restrain and rob a cop?

Every time I do it, it wont give me the option to restrain him.

There needs to be 3 civs with guns out in order to restrain a cop.

You need to outnumber a cop in a 3:1 ratio to force him to surrender if he isn't in a tactically advantageous position, or tase him and have 3 people with primary weapons out pointing at him, then windows key with zip ties to restrain him. Vigilantes also can't restrain cops.

Can 2 rebel people and 1 vigi point the gun at him and the rebel restrains him? Can you point a tazer at him?

Yes, but the rebels are the only people that will have the option to restrain the cop and all 3 people must have a primary of some sort.
