With proper rp yes he can. However if he was not engaging in rp with you then no.

Well your video doesn't show what happened before, so anything could have happened. If you shot him or attempted to kill him, then Vigilantes are only allowed to use tasers to stun people, then leave the area if they do not have a lethal. You need to show what happened entirely, if he just went up to you, and tased you, then that is failure to RP, and in the rules is considered RDM.

If the individuals have a bounty for $75K and are being taken in by the Vigi, yes it is legal.  If they do not have a bounty of $75K then it is Vigi abuse which is not only illegal, it is against the server rules.  That is why those individuals get sent straight to jail and have the weapon confiscated.

That being said, I was tazed, zip tied and escorted in front of the police, and the vigi ran off, I had a 40k bounty. (I don't have video, cops were being douchey, I just decided to pay it and drop the subject)

Vigilantes should not be taking ANY action on someone with a bounty below 75k per:

Doesnt matter if its legal or not. Tazing random people with the wrong RP is considered breaking the rules. (Its called Vigi abuse)
