So why was it removed? It was like the lvl 4 vest for civies, which balanced it against cops. Now we get a lvl 3 when they can fucking get lvl 5 vests.

It will be fixed by next patch with the addition of new items to rebel shops, and a side note would be that they're Tier 3 vests with explosive resistance not Tier 4.
