So why was it removed? It was like the lvl 4 vest for civies, which balanced it against cops. Now we get a lvl 3 when they can fucking get lvl 5 vests.

Someone said before that the Altis files got mixed with Malden or something like that and that it will be fixed when they can.

It will be fixed by next patch with the addition of new items to rebel shops, and a side note would be that they're Tier 3 vests with explosive resistance not Tier 4.
