I'm going to clarify this since apparently there is some confusion. This means the following: The first two waves should not be 1 officer sent while several others wait at HQ just so that the wave goes by fast, it should encompass all officers that are available for that wave (In the area and able to arrive in time as the wave). If people are across the map or busy they cannot be expected to participate, but the problem people had was that officers would wait at HQ and send a single deputy twice just to skip the early wave, and that is what this combats. As long as an actual attempt is made to resolve the situation with tasers twice, all is fine for lethals to be loaded. In some cases this may only be two or three officers, but I do not want to see 1 officer going to Fed from Air while 6 cops wait at HQ for the 3rd wave because they want to go straight to lethals.

 

Additionally: This update means the following

1) Lethals may be loaded on the start of the 3rd wave in a wave-rule situation

2) Lethals may be loaded on the death of a person for the second time in a non-wave-rule situation

3) Lethals may no longer be loaded as soon as the 2nd person is killed inside of a red-zone or during federal events

can you include this in the handbook so later it does not become a gray area for people who dont see this comment
