I think the justification is mostly “high value target”. Sometimes the APD sits back and dies over and over again and they eventually bring out the big guns. 
 

This may not seem “proportionate” but we don’t know the context of this story. 
 

Yes I know there were barely any civs. But you guys know how you all one tap cops from 15km away inside a strider while going 200km an hour. The APD needs to fight back somehow. 
 

Anyway. I could also side with the civs because sometimes the APD does overdue it a bit.
