It was @ Masonn , believe @ WALT helped with the playtesting / ideas that went into the cap. Big John might've had some input as well, but Walt and Mason were the main designers. (Mason doing in-game vs Walt giving ideas/guidance). This can be seen most clearly from the hotfix notes though (image above).

Well Done @ Masonn and @ WALT .  Confused about the cave underneath with the chained young boys but it doesn't impede the fighting.   Truly a great cartel improvement.
