Is it still nlr if you hover over the redzone 1.1KM

yes it is.

Best way to do it is mark where you roughly died on map and stay atleast 500m away from it, or if in a town/redzone stay 500m away from the town/redzone etc etc

being above 500m or 5000m where you died is still NLR as you can still see the ground and scout people so its 1 META and 2 NLR

Yes it still is NLR. Being 500m away from the place you died ( NOT UP IN THE AIR ) should be fine for NLR. The issue with it though is that if you die in the city and press respawn after 3 minutes you don't know where ARMA is going to spawn you and you might just spawn 50 meters from the people that just killed you. So in all honesty? Try to avoid this by just completely spawning in a different city. This means a lot less headaches for you and us ;)
