Frame drops on 4K PC?

So I have a i7-6800k with a GTX 1080 and 32 gigs of RAM but I get occasionally frame drops when traveling through Kavala or any other populated town. I'm able to play at 4K but I have custom setting which disables unnecessary things that use cpu power. I'm just wondering if this has to do with how the game is made because my PC should be strong enough to not drop frames drastically when traveling. Also, my internet connection is good so that shouldn't be an issue.

I have an ssd but no I don't think so. Does that affect it?

I don't think so. Does that affect it? I have an ssd though.

I see people with lower rigs and can run the game better than me sometimes.

I've gone down two resolutions and it's somewhat better, but I'm wondering if there's something wrong since my PC should be able to run this game at Ultra with good fps. I hear of people with GTX 970's who apparently get 60-80 fps and here I am with 40-60 with drops of 20.

Also, hate to break it to you, but the 1080 really isn't rated to be running most intensive games @ 4k on Ultra. With the GTX 1080, you can either truck Ultra at 60FPS/1080p or play on mid graphics at 60FPS/4k. Playing Ultra/4K, you will experience frame drops unless you are running SLI. Also, at this point, your CPU is a bottleneck to GPU. You should be able to run ArmA 3 @ 1080p on mostly Ultra. If you want to continue playing at 4k you are going to need to turn down the graphics settings for smooth FPS.

I have a 4k monitor so if I were to lower the graphics setting it would look weird don't you think? Even one resolution lower there is a significant difference. I am most likely going to play at 1080p 60 fps to get the best experience.
