    Change the current fatigues to use the Survival Fatigues
    Reason for denial: Don't want to pursue utilizing the CMOD for clothing that doesn't necessarily have the inteded texture especially for a complete replacer of your fatigues.
    APD:
    Tool Kit Weight reduction
    Reason for denial: Toolkits already being a split virtual and physical item provides a large variety choice in your loadouts between magazines or y space. We've increased virtual storage by adding the vest weight onto your total and gang perks up to +10, we won't be reducing what is essentially a critical part of a loadout to be more trivial.

    Reason for denial: As a vigilante you are supposed to uphold the law not go into a warzone and capture illegal cartels

    Reason for denial: Many people actually do runs! Both average daily value & average $/hour of gameplay have been on an upward trend. Historically, simply increasing sell prices has not led to more runs robbing content because, for the most part, people do runs to get enough cash, not for the fun. We're open to rebalancing some of the runs that are done too much or not enough, but if the sale price is affected, it needs to work both ways (i.e. slight nerf to something at the top to offset the buff)

    Reason for denial:  There are already so few blackfishes after the other "recent" nerfs, esp the vehicle variant and the APD has plenty of counters for how many get used.

    The ability for APD Officers to seize stolen legal unprocessed/processed items.
    Legal unprocessed/processed items that have been picked up or robbed will have a flag next to them as misappropriated and the civ’s name they were taken from.  APD Officers will be able to seize these items from a civ’s inventory through another seize button option eg. “Misappropriated Items”.  Upon seizure these items will be added to the APD Officer’s inventory if there is enough space or deleted. This allows APD Officers to give the items back to the civilian they were stolen from.  Seizure of these items would follow the usual processing rules eg. S in LIST.  Reason for denial: Insanely development heavy, not optimal for usage/needs vs. time invested into making this system.
     
    30 minute cooldown for repurchasing vigilante licence if seized by the APD.
    Reason for denial: Civs will just resort to other tactics, not worth the time invested to implement cooldown based on the amount of ways to circumvent this.
     
    FTOs (Staff Sergeants) being able to utilize the 9mm/.45 suppressors in their arsenal regardless of a Federal Event being active.

Obviously, common sense would apply, the same as pardoning.  Eg. a civilian with an escaping jail charge wouldn’t be able to be paroled, the same way as they wouldn’t be able to be pardoned.  The civilian would pay 50% of their bounty to be placed on parole (would be split between close APD Officers as per usual).  New APD Stats on Stats page

    Drug Raid Event
    Abandoned properties spawn with a drug crate inside of them (crack houses). Civilians have to interact with the crate to begin a 10 minute timer to unseal the crate.  APD Officers can interact with the crate prior to civilians which also starts a 10 minute timer to seize the crate. Once seizing has started the APD Officer that initiated the seize has to be killed to stop the seize. If civilians interact with the crate prior to APD and the APD manage to make it to the crate the APD can interact with the crate initiating a 5 minute timer to seize.  The Drug Raid Event can be called clear after a minimum of 2 minutes and be seized by the APD. Once the Drug Raid Event has started to be seized APD does not have to stop seizing if the area is no longer clear. The event is a redzone.  APD Officers do not have to respond in waves (the reason they are placed a reasonable distance from a HQ).  The same as Federal Events/Pharma/Etc. APD Officers cannot be robbed at the event.  The event randomly spawns (40+ players online with a minimum of 3 APD Officers online).  Civilian reward $3 mil. APD Reward $1.5 mil if seized.  Reason for denial: Already have a new event being worked on and there is not a need for more events at this current time.
    Add short barrel shotgun to Corporal+.
    Reason for denial: Long barrel already present and shotguns are already atrocious in the lag department + allows APD to have another gun that civs cannot rob and utilize as a taser

    Make changes to the airdrop's loot pool to make it more lucrative by taking out certain items / changing rarity on some.
    Ability to select how much a tempest device mines:
    Ability to select "mine amount" instead of "mine from vehicle" and then type in a specific amount and the tempest would mine up to that amount.
    Changes to Vigilante point shop:
    Vermin changed from T4 to T3 vigis (Will only be available for Renown Points) 9mm supp from 6pts to 4pts
    Give T3 Vigis the ability to earn Points
    T3 Vigilante's will now be able to earn 0.5x Points
    Rob all gear button to rob menu:
    Button in the "Rob Player" menu that allows you to rob the persons Backpack, Headgear, Uniform, Vest + Weapon in one go. 1 minute timer to rob above mentioned sections. This does account for nor rob the players money / y-inventory and would have to be done separately.
    Decrease Kidney weight:

    APD Officers can interact with legal processor NPCs if a civilian/vehicle is within 25 meters. Starts a 5 minute timer and the APD Officers defend the area.  If there are multiple vehicles the timer will increase to a maximum of 15 minutes.  Eg. 2 Tempest Devices at Salt Processor would start a 10 minute timer.  If the APD Officer that initiated the NPC interaction remains alive when the timer ends the APD Officers in the area receive a payout split between them. SUV - $35k split Van - $50k split Truck Boxer - $62.5k split Zamak - $75k split Tempest Device+ - $100k split If the APD receives the payout there is a 30 minute cooldown at that legal processor NPC that the NPC interaction cannot be initiated again by an APD Officer regardless of a civ being present.

    Handbook Change Reference: There is a Sergeant+ Corporal+ with at least 2 other officers.
    Rebel Outpost raids remain unchanged. Scroll-wheel option to cartel flags that send a notice out to the APD, automatically giving APD officers probable cause within Warzone - @ Big John1
    Will have a 30 minute cooldown to prevent abuse and you will be able to use this feature regardless of having misuse or not.
      New Point System for APD (Raid Points) - @ Big John1 5 Minute buffer for points after tase / lethaling the same player. Raid Points are earned from lethals / tases at Federal Events, Airdrops, and Warzone. 1 Raid Point is gained every tase/ lethal (regardless of gear). Can be spent on cop gear from 1 level over your current rank. Skip Staff Sergeant when calculating this. Gear purchased is lost upon respawn. MAR-10 and Tier 5 Vest is excluded. Can't combat store gear. Reasoning: So APD members don't have to lose their purchased gear to an event where they're expected to push quickly. APD members can neutralize cartels by traditional means (capping it): As soon as APD caps the cartel to 0% all APD members participating will receive 3 Raid Points.  Neutralized cartels do not generate rewards for civilians until re-captured. The only generator for the event itself is warzone. The rest are solely for kills.

    The amount of delivery missions you have done will "reset" on restart. You are however eligible to earn the bonus more than once. 
      Black Market Auction House Price Guide - @ Rufus   Shows the last 5 items sold for a specific selected item. Price guide would be on the side of the black market auction house interface in-game. Reasoning: Would benefit everyone as it would give players a general idea of the items worth.
      Powerball - @ Rufus 100k per ticket. Maximum of 5 tickets can be purchased. There would be 2 power balls every restart and the winner is not required to be online as the money would go to their deposit box.

      Rule Changes / Suggestions Trying to unstick an aerial vehicle is not counted as VDM / RVD if the vehicle blows up as long as there was clear intent to not VDM / RVD the vehicle on purpose.  APD officers drop recently picked up items during / at federal events.

Add if a suspect is found entering, within, or leaving an illegal area without due cause.  This charge would not allow you to seize weapons, revoke licences, or lower tiers.
      ANPR  5 Second delay to open, gives the vehicle owners name only. Displays player's speed and vehicle registration GUI box above vehicle. Vandalized Vehicles can utilize this system. Scroll action to toggle on/keybind. Civilians would get access to this system (only vandalized vehicles).  Reasoning: Allows players that have stolen a vehicle the opportunity to conceal themselves by attempting to appear as if they are someone else.

      Strider smokes to the driver’s seat. Reasoning: Striders get smoke bugged, Striders get locality bugged if there is more than the driver in it, and Striders get random camera bug.
      Change APD Gear Escort to utilize different starting locations in Center/Eastern map and change checkpoint timers to compensate. Pyrgos - Neochori Neochori - Blackwater Blackwater - Athira Reasoning: Mitigates the potential for VDM when leaving populated Kavala with the truck and adds different locations for the event to have combat. 
      Move DP19 Gold Trader to Nifi hill. Reasoning: The current location of DP19 ` Trader is very close to the DP19 blackmarket. As soon as the gold is sold civilians flee to the blackmarket immediately being able to store the money. Moving the Gold Trader to Nifi is a minor distance change but allows for more time for APD Officers to attempt to stop civilians storing the money.

    APD:
    Surveillance Vans. Corporal+ Has the ability to access numerous CCTV sources within towns and cities as well as some placed on major highways. Can be vandalized by Civilians which will give them access to CCTV system. Cannot be utilized to gain PC on properties. Reasoning: Enhances and promotes RP of catching repeat perpetrators in cities as well as investigating the status of towns without a multiple KM drive. Eg: 911 dispatches claiming Athira is out of control, check in the Van on the way there. Ability for APD Officers to claim Vehicle Airdrop Vehicles. Cops can claim the vehicle at a Chopshop during the Vehicle Airdrop Event.  Vehicle can be claimed by any civilian. Vehicles can be utilized in the same-case as normal. Armed Aerial Veh. cannot be claimed and are seized as normal.  Reasoning: An additional aspect to the Vehicle Airdrop Event that encourages APD Officers to participate as well as giving civilians further opportunities to claim a Vehicle Aidrop vehicle. 
      Reason for denial: The airdrop event is a Civilian Event, you are guests at this event and nothing more + APD having these vehicles could easily cause havoc.
     
    R&R:
     
    Medical Ifrit Sup+ Adds protection for medics responding to Illegal areas. Reward for Supervisors as 99% of the perks they had were given to Pararescue. Reason for denial: The Ifrit has way more armor than what a medic should need in any scenario.
     
    Northern Hospital to the Medical Mission delivery pool. Additional delivery mission around the map. (If approved also DP 24 Hospital) Reason for denial: This would move roaming medics away from populated areas and into Africa when doing DPs, also would hurt accessibility for non flying medics (current ones are all along MSR)
     
    Hospital to DP 24 Allows medics to respond quickly to this area and to encourage lower ranking medics (EMTs, Basic) to go for revives in the area similar to Norther Air Hospital. Reason for denial: It really isn't hard to fly down there in a heli, as well as it's very easy to zoom down the MSR in a hatchback to that area.
