As to the new 900 series I wouldn't bother with them just yet, the current 780s are slightly ahead of them performance wise and the new technology on the 900s wont be fully utilized by games for a good while yet.

Currently I have 373 games in my Steam library with Arma 3 currently in the lead with 1815 hours played followed closely by Star Trek Online with 240 hours!
Apart from Arma the only other games I pay any amount of attention to is CSGO and BF4, every other game is too hard =(
I agree being sent to jail costing you licenses for offences you aren't being jailed for does not make sense. However if for example you had killed someone and the cops caught you then seizing weapons and license would make sense. Or in your case for a traffic violation losing your driving license makes sense there. Unfortunately the way we do it here is licenses are taken for being sent to jail no matter the crime.
In the mean time I suggest working on your evading skills =)
You do not lose your rebel license for being arrested, the only way to lose it is to buy a vigilante license. You cant have both at the same time unfortunately. Also ticketing someone does not affect any licenses, unless your weapons are seized in which case you lose your weapons, license and any illegal items on you.
The other day on the way to work I spotted a cop strolling down town so I attached my silencer and strapped my PDW2000 to my back and ran past him to see what he would do. Then I walked my dinosaur.

Shadowplay needs to be manually turned on for each new game you play, after that it should be always on for that game as long as NVIDIA Geforce Experience is running. The only downside is the recordings are high quality and can result in large files. My settings are currently to record audio, medium video quality, in game resolution at 30 fps at 5 minutes per video and the file sizes range from 400-700MB each. If space isn't an issue then you're golden.
