In McDili's post he said the details would be released on Saturday then the change would go into effect on Sunday. Wouldn't it make sense that we got some grace period for people to understand the change before it went live?

There is, he states that the changes will be discussed on Saturday during the senior meeting, and then posted via announcements and APD rule book. He mentions that it will not take effect until midnight Sunday. So from the time it is released to the APD community to time of implementation, that would be the grace period, it will allow everyone a chance to go over the changes and anyone that missed it, patient officers like you and I can go over the changes with them when they log on.
They release changes, we will do our part to follow, enforce, and coach them as well.
