I don't believe staff middleman sheds because they actively discourage people from trying. You might find one willing, but it would basically be duping money. You're supposed to have to sell the shed to the bank for 15, and let the bank take its 15 mil cut (if fully upgraded.) Staff MM'ing that stops you from having to pay the 15m sales loss.

It's like.. there's adaptive civ countermeasures. That many cops stay on for like a half hour at most if they have nothing to do. The same exact way that civs start feds with 10 people when there's 5 cops on. It's just a matter of choosing your timing tbh. Restricting and doing too much to 'balance' the apd numbers is ultimately going to lead to less cops getting on, and less opportunities to do feds. Just gotta respect both sides abilities to play the numbers game or you risk not having the people to do feds at all.

It's fun though tbh. The endless waves. Nothings better than when youre bored grabbing 100k kit and ratting everything the cop zerg is doing.

That's a really complicated if not impossible thing to patch on an unmodded server, I would imagine. You're dealing with base game limitations, exploits, and buildings. It'd be akin to patching out dpi'ing.
