No, he is free to shoot back at you and all you can do is run away and try to reinitiate. If you shoot back at him and kill him that’d be RDM. key take away is don’t randomly shoot at people and this issue is avoided.

So is the question is spike strips against your vehicle engament? if I am driving and i see a guy drop spike strips in front of my car to destroy the tires can I jump out and shoot him? Or do I need to wait for him to verbally engage me before anything

What about add something like civs have for doing a blackwater, a charge needs to be placed by the apd to break open the houses "vault", this would add a timer and give give the civ the opportunity to defend their house during a raid. just add the blasting charge to sAPD market
