So I was curious what this would actually be, and pulled time stats from the past 2 weeks (unfortunately, I don't think we can go past that with the current stats system, so note the very small sample size)
In that time, players logged 34467 civ hours, 5213 cop hours, and 1587 medic hours. This is hours across the whole faction for the 2 weeks.
This puts the ratios of playtime at about 6.6 civ hours per cop hour, and 21.7 civ hours per medic hour.

These were approved, but retracted shortly after the meeting because the chief wasn't there. After that, it just got stalled due to feds happening.

I may be forgetting something, but the only real paycut was the one a couple updates ago that nerfed jail profits by ~15%. This nerf has barely caused the APD income stats to flinch.
Here's the breakdown, average daily value across all servers for about a month following the early October update
Cop Total $42,804,929 Cop Arrest $17,094,998 Cop Lethal $11,981,275 Cop Ticket $6,226,946 Cop Veh Search $5,802,834 Cop Veh Seize $1,698,876 *Note that Pharma seizes, player searches, briefcase searches (any maybe other sources?) aren't included in these stats.
It's interesting to see how much money cops make from lethals in comparison to the rest given that it's literally a combat payout for roleplay-free play time AND that this money is generated only from CPL+, which is such a small portion of the APD.

You're meant to stop and get out before trying to put your hands up.
Without texting to engage, it would be very difficult to engage anybody that's not right in front of you or moving quickly.

While the rules do state this, I clarified awhile back and you can order a medic to leave an area (in illegal areas, there's even a clause about warning shots). There should probably be a rule update for it.

Prices of an item go down ~2m after something of that item gets sold, and goes down more if more is sold (until the item hits a minimum price).
Prices go up when other things are sold (but at a slower rate than the drops)
Restart no longer affects prices, but sometimes if you sell right before restart the price won't have dropped after restart.

When you run someone over to save yourself from being shot, you just keep driving off. You can't keep running them over, and you can't shoot them while they're down or right after they're back up.

Olympus missiles are nerfed and won't really damage the actual vehicle. In default arma, it takes a handful (depends where the missile hits) before it's damaged to the point that control is difficult or impossible.

Look, I don't know that adding towers is the right idea. I'm interested to see what ideas civ council has from a physical change, such as changing fed layout or moving the bomb dome.
I've also always felt the Blackwater is easier to complete due to the cops coming across open fields to attack. Fed is different because of how it needs to be pushed comparatively.
Unfortunately, I don't haveI' a grand solution, just the stats. Any ideas you might have are welcome. Civ council will hopefully have a good solution to propose by next meeting.
I would love to know how much gold actually spawns, but that's not logged (yet). For now, we can have a pretty good approximation using the average spawn and total sold.
