Blatantly shooting someone while they're in restraints isn't allowed. But often times what happens in a scenario where a cop has a civ in custody, the civ's gangmates will shoot at an officer that is transporting their friend in a vehicle (or when a cop is standing next to their friend in restraints) and purposely kill their friend and claim that their friend was in the crossfire.
