WPL allows you to legally carry up to a katiba and basically black market legal equivalent guns and its only 50K. Meanwhile, the rebel equivalent is 5M just to buy more weapons and 5M + per processor to get bonuses and sell bonus.. 

WPL already gives you sell boost, more guns legal (in any gun store) and is only 50K... there has to be balance somewhere

The balance is : if you do any sheisty shit with the special gear you can be sent straight to jail by the APD and you are blocked via a script from doing any illegal runs blocking you into legal.

Advanced rebel also gives other benefits like special vehicles, an expanded weapons shop, better rebel gear while WPL just gives you a T3 vest and a shitty 6.5 rifle.

Plus it’s lost if you get sent to jail and can be accidentally lost if you self defence a few times and the police ignore you and a vigilante gets you
