If the item is rare and not readily available and you broke a rule with intent knowing that it would cause the lose of the item from the economy they are more then likely subject to comp even after a “No Comp” dispute. Disputes are used to settle minor discrepancies between players to reduce unnecessary bans, not for those who break rules with ill intent to ruin player experience. Players can comp each other and refuse compensation more or less as much as they want. Some admins will let players compensate each other after the fact for a ban reduction or removal, but it's not guaranteed, and you would probably want to discuss it with the banning admin beforehand. To kind of compliment what David already said - what a player requests in comp doesn’t dictate what they would receive in a compensation request. Whether they ‘no comp’ or they ask for 10 million , they’ll only receive comp for what they actually lost from an accepted report.
