No, it's not meta. An officer using their knowledge of gang activity is just smart. It's very advantageous which is why there are rules that don't allow the APD to search gang sheds in every circumstance (Ex: only Sargent or higher can give warrants, only certain crimes that you're wanted for can lead to a search, etc.)

It is completely balanced. You are a wanted individual accessing a property. I'm assuming you were wanted for manslaughter, which is a violent crime. It's completely balanced. It should be someone risky for civilians to keep illegal items anyways. it shouldn't be easy and advantageous for civs all the time.

No. This is because smaller gangs will have no chance against a massive gang like the mandalorians. All they would have to do is outnumber the smaller opponent and boom it's done. Now you might be saying "well that gives bigger gangs the opportunity to return as well." True, but there are more opportunities to make plays and capture caps when you can come back and attack from different angles. Not any single way will provide exact equality, but this is the fairest way. -
