Not necessarily, have a more limited number in which you dont have to pass a test. Also if you get caught/banned for vigi abuse you can be de-whitelisted from vigi

what about it being a whitelisted faction in which only a certain amount can be on at a time? So somewhat of a revamp on vigi's? Think that would ever happen?
