Question about Fed, BW and Prison Breaks

So yesterday I saw some arguing going on in side chat about this and I've wondered what the exact ruling on this is. When a fed, bw, or prison break is active what area is considered a "red zone"? Is it the full area of the three circles or is it just the inner circle that is shaded red? Obviously the red inner circle makes one think that it would only be that area that is KOS for anyone anti attacking, but I have heard mixed opinions on this. Thanks

Quoted from the rules:

"...once a robbery begins the Fed then turns into a red zone. (Location is shown on map)"

I assume that means that only the parts that turn red on the actual map are considered KOS zones.

Only the marked area is a redzone. Be sure to read the APD Handbook though as during those events, civs participating in the event and cops are KOS to each other no matter where they are.

 

For civ vs civ though, need to be inside the redzone or send engagement.

Yeah the dude was out of the red zone. That's where the debate was started from, where I killed the guy who was countering us he was definitely outside the redzone
