Bright blue uniforms, and when you are engaged with APD, you are engaged with ALL APD members. Civilians have tags to distiguish them from other civs that you are not engaged with and medics have it since they are a combatless faction and they need to signify that they need to be engaged in ALL situations and are only there to help. Look for the APD members around you that might be texting you. Not really that hard to do. If the message says APD then it means APD.
