Superiorr's build is solid if you're on a budget, would recommend saving the few extra pennies to get into that price range.

 

Whatever you do, DO NOT go AMD for ArmA 3. ArmA 3 is optimized for Intel, and AMD CPU's run like absolute shit in ArmA 3.

Do not skimp on the motherboard, what good is a high end cpu if motherboard doesn't have good enough / fast enough data channels to keep up...the key of building a budget rig is to buy all parts "around" the same quality to minimize bottlenecks.

Also traditionally Intel > AMD but I'm not sure how Ryzen fairs since they've really improved single core performance. But I am building a new rig soon and will be going Intel 8700k.
