The most probable reason as to why you lost the option to respawn/request medic/allow epi pen is due to opening another UI (Pickup Items UI), right before you died causing this bug to happen. It's a bug, RIP. I believe this bug exists because you aren't able to have two UI open at once, for example you can't pick up stuff and have your phone opened and request medic/allow epi/respawn are considered UI.

when its glitched like that u have to abort back to menu it should allow u too

What you want to do in this situation is to alt+f4 and then just log back into the server. You will get the "respawn menu" and can resume.
