Processing Speed Increase on Cartels You Own

I brought this up during the civ meeting but I wanted to make a post in order to get more exposure for the topic. I believe if this change is made then cartel life will somewhat come back, as well as doing runs in general since many people would rather buy money than put the hours into farming it.

It should be baked into the crafting update from last months donation goal. I don't want to give a deadline only to miss it if something comes up but should be very soon.

well if you would cap cartells they would have to fight you to proces faster
