I wanna steal kidneys for children in need how do I do it.

Step 1:
Buy zipties, a scalpel and a weapon

Step 2:
Run around yelling hards up or die...

Step 3:
Kill those that run, restrain those that don't

Step 4:
Make sure to have 30 space available in you virtual inventory (the bar above food/water/health)

Step 5:
Windows key on the restrained feller (with gun out) select "Remove Kidney"

Step 6: (Optional) Give kidney back to assailant because they have tested HIV positive...

not sure, maybe... ive never tried to do it as a vigi before...

Never had an issue with city limits unless this recently got implemented I don't think this is a thing, just make sure you have a gun out before you windows key on them to take their kidney
