Does anyone know how to fix this? PLEASE HELP

Hello everyone, I am having this very weird issue with my PC and have no idea what could have caused this. Before I explain what's happening, I have already opened my command prompt and ran a system diagnostics and a full repair of windows, and it says there was nothing wrong with the system to begin with or windows for that matter... Ok so every time I am on my computer, I get this bug that when I drag my mouse across the screen of my pc, it turns the background black. This happens if I hold right click and drag (blobs in the middle of the screen) and when I just mouse over icons (black behind the icons). I can restart my pc, and it will reset the background and then continue back to this same thing. I have also not clicked on any weird links, and antivirus scan says there isn't anything on my pc (0 threats found). 

Someone might be able to give me an idea as to how to fix it. Please.

Parts:

CPU: i5 7600k (overclocked to 4.5GHz **used MSI game boost to OC)

GPU: GTX 1070ti (NO OVERCLOCK)

RAM: 16 gb RAM Corsair Vengeance PRO

MOBO: MSI Z270 Gaming plus 

Also used MSI X Boost to optimize game performance.

 

Its cuz your a weeb. 100%. 

 

But in reality, i have close to 0 clue what could cause this.

i5 7600k (overclocked to 4.5 ghz)

GTX 1070ti gigabyte 3 fan (NO OVERCLOCK)

16 gb corsair vengeance pro (overclocked to 3000MHz)

MOBO: MSI z270 gaming plus

To answer your question, no its not overclocked, just cpu and ram.

 

It's just a graphical glitch with you monitors background. It happens it's nothing to worry about, try resetting your background

I had this bug forever. I don't know what fixed it. It pissed me the fuck off.

This might've been what fixed it for me. I have no idea.

I did it, seems to be okay, for now......

It might be a virus Try scaning you PC.
